You'd think so, but my significant other found out the hard way that a state issued (TX) driver's license was needed to buy insurance (but not the car).
Depending on how old you are, if you have a drivers license and your parents' permission, in some states you can legally drive their vehicle and be covered by their insurance, because the insurance covers the vehicle.
I know it is true in my state up to age 25 but I don't know for sure about Virginia.
If you have a valid drivers license and you are ticketed, you will receive the ticket, not your parents. But your parents' insurance will cover damages to the vehicle and to other property not belonging to you.
Don't bother asking your agent because it is in their best interest if you are insured individually from your parents.
In NJ all registered vehicles MUST have insurance, so, you need to turn in your plates if you do not want to have insurance on the vehicle. Also, in most cities in NJ, you CANNOT have a vehicle without plates parked so that it is visible from the street. So, it would have to be kept in the garage or behind your house.

Read your policy carefully. If it has language that specifically extends coverage to "non-owned vehicles" then you may be covered. It should also define "non-owned vehicles" since that definition varies from one policy to the next and one company to the next.
With some policies, coverage is only extended to "temporary replacement vehicles" meaning that if your car is out of service and you rent one while yours is being repaired, you're covered. This would NOT include a rental car while traveling on business or vacation.
A good policy will specifically explain when you are covered and when you are not. But if the policy doesn't specifically state that you're covered in a rental vehicle you should assume that you are NOT covered. That's the ONLY safe assumption that you can make.
Even if coverage is extended to rental vehicles, you need to make sure that ALL coverage is extended. Some policies ONLY extend liability coverage while others extend all coverage. Again, if your policy is silent, assume that NO coverage is extended.
Best bet: Look for a policy that extends to all vehicles operated by you or any named insured driver on the policy. Many companies offer policies with this coverage and it's cheap peace of mind.

You'll have to purchase the rental company's insurance. You can't even get insurance outside of that because you don't own a car to insure. Insurance through the rental car company is sufficient for police.

as long as the vehilce is insured in MOST states there is still coverage. They took the money in good faith and will normally cover it. It also depends if they are the owner of the vehicle or not. If they are not the owner then it's usually easier to have the insurance company pay. If they are the owner then they will do an investigation to see if there is coverage or not based on any violation of the contract.
If you have full coverage then have your insurance company take care of the damages, less your deductible, and they will go after the resonsible party along with your deductible for you.
This is why you pay them the big bucks. let them put all the money you've been paying them to work for you.

Sounds to me like you're operating illegally – used car dealerships need to also be licensed and bonded, in every state I've ever worked. And you need that insurance to get the license.
